An anti-zionist poem appeared in the Jewish World newspaper in May 1903.
The ICA is the Jewish Colonisation Association an organisation founded in 1891 to assist Jews suffering poverty or persecution to emigrate.
"Mr Z" may be a reference to Israel Zangwill a British-Jewish writer.
